The year is 2040. The Peak Oil predictions are starting to become a reality where the rate of oil extraction and production enters a terminal decline. The United States is in the forefront of alternative energy research, but still lacks economically viable implementation means. Preparing for this situation has been the sole goal of American politicians since the days following World War II. It has been understood that who-ever controls the depleting energy reserves, meaning oil and natural gas, will reign supreme among all foreign powers. Additionally, in order for the United States and its close allies to prolong and maintain their luxurious lifestyles, which are based on these fossil fuels, the world’s population must be decreased by 4 billion people (that is an actual statistic). This decrease will ensure their survival and dominance while simultaneously buying more time for alternative energy research.
The president and his political militia engage their war machine. US military bases around the world (which have been strategically placed for the last 75 years) begin to mobilize their troops and deploy specialized units all across the globe. The former subtle imperialistic approach is gone, this is an invasion. The Geneva Convention goes out the window and the US dissolves its nuclear ban. Utilizing new robotic technology, artificial intelligence, advanced aeronautics and bio chemical warfare, they commence the most vicious and grandest form of not only cultural, but geographical genocide the world has ever seen. Bodies are collected by automated machines, shipped to different locations around the globe and shot into space where they are released for disposal. The imminent doom for 4 billion people only has one hope. The president's senior military leader, General Gauge, is the vigilante who seeks to unravel the entire plan. The only problem, the operation has already eradicated 1 billion people and the machines have become self aware.

Well maybe it is, and maybe it isn't. But this team of Drexel University students will get into it summer of 2008 (while we're not at the beach, or soaking up the free AC at the library)...
Get into IT.
Into the nooks and crannies, the issues the media has forgotten because a cat got stuck in a tree, or a congressman was caught with his pants down.
Issues not invective.

The scary thing about this is that genocide already takes place in parts of the world. I could see this happening globally if the idea of population control gains popularity and people continue to be selfish. The other part of this movie pitch, which may not be as realistic, but is still definitely terrifying and a wonderful movie plot-line is that the machines become self-aware. What can be more horrifying than ruthless killers than things that feel no remorse, but still decide to "eradicate" the population of the world by their own free will? I am interested in what these machines would decide to do with their self-realization -- would they kill their creators?
I take things in an overly literal way and have a dark sense of humor so when I read your pitch, it was ridiculously funny. It's kind of amusing to imagine the predicament of dependency on fossil fuels being solved by the heightened use of fossil fuels. Think of it like
"We're using too many fossil fuels. What do we do?"
"Let's kill everybody else so that we can use more!"
Why would you use your entire offensive arsenal, including nuclear technology, to kill off billions people for the sake of prolonging or maintaining your regular life? Mass destruction on the other side of the fence will eventually affect you anyway, especially in the case of nuclear bombs. Then the final strike of machines becoming self aware makes the whole pitch sound like a prequel to Terminator. I really appreciate the ridiculousness of this pitch.
